Simon Groom
Simon Groom is an economist with wide-ranging experience in Africa, Eastern Europe, the Caribbean and the Middle East. He specialises in public expenditure management, public investment
management, sector expenditure planning (with a particular emphasis on transport, and water and sanitation), and has undertaken numerous feasibility studies of road projects and other infrastructure.
Simon has worked on national budgeting, public investment management, integrated planning systems and MTEFs and for a variety of bilateral and multilateral clients including DFID, World Bank, AfDB,
the European Commission, the Netherlands and Belgium.
